A Chartered Accountant with qualifications in Law and Finance, he brings strong expertise in public policy, accounting, cost modelling, and legal services, alongside clear communication skills and a rigorous, process-driven approach to governance and operations.

Bilal Hamad (Billy H) is an experienced installer and operations manager, SAA Accredited and a licensed electrician, with over three years’ experience delivering energy efficiency installations. Since 2022, he has been responsible for the installation of heat pump hot water systems and air-conditioning systems, including work completed in compliance with the Victorian Energy Upgrades (VEU) Program. Licensed across Victoria, New South Wales, and South Australia, Bilal ensures worksite compliance, high-quality workmanship, and the effective day-to-day operation of the business, and plays a key role in the efficient delivery of VEU activities.
